Close Lane, Alsager – Phases 1-3

Phase 1:

Planning permission for 132 dwellings granted in July 2014 providing 30% sheltered accommodation and affordable housing.

The 5.18 hectares (12.8 acres) site sits on the western edge of Alsager, just within the Haslington Parish. To the east and south lie a large area of suburban housing.

Alsager is a highly sustainable village and benefits from a primary and secondary school, shops, medical centre, bank, pharmacy and a train station, as well as many other public amenities. The village is also located in very close proximity to J16 of the M6 and A500.

Muller completed option agreements with the landowners in November 2012 and in March 2013 an outline planning application for 76 family dwellings and 56 dwellings for the over 55s was submitted.

In the June the application was recommended for refusal at planning committee and subsequently refused.

Muller launched a planning appeal against the decision in September and the following July (2014). The appeal was allowed and in doing so the Council’s five year housing land supply figures were found to be unsound and proved that, in fact, Cheshire East Council could not demonstrate a five year housing land supply.

Phase 2:

Planning permission for 40 dwellings was granted in June 2016, providing 30% affordable housing.

In August 2015 an outline planning application was submitted for 40 dwellings and recommended for approval at committee later that year but was refused planning permission.

In February 2016 Muller appealed the refusal and submitted a planning appeal alongside an appeal for costs. This was later allowed and Outline planning permission was granted in June and costs were awarded to Muller.

Phase 3:

Planning permission granted for a development comprising 74 dwellings in May 2018.

This phase of the site was approximately 2.69ha (6.67 acres).

An outline planning application for 74 dwellings was submitted to Cheshire East Council but was recommended for refusal by planning committee and subsequently refused.

A planning appeal was submitted in March alongside an application for an award of costs.

The appeal was allowed and outline planning permission granted for 74 dwellings. Cheshire East Council could not dispute the fact that they were unable to demonstrate a five year housing land supply.
